Tier 3ĬPI was originally an expansion I also believe to be a rumor, but I'm not sure. Sanity1 is a hacker and created a cheat engine for the game. However, the link I provided above to the Cutting Room Floor page shows the unused color and placeholder for the stamps, which most likely caused these rumors. Unachievable Stamps and Beta Blue was unlockable are yet again rumors.
The Box Dimension is self explanatory and I'm not sure why this isn't higher on the list. Probably based off the fact there was a texture name for an Antarctica flag pin), however, there is no official flag for Antarctica. Servers located in Antarctica is also a rumor. I'm not too sure, but this could be referring to the CPIP project, which were alternate servers used to test stuff (The Club Penguin Beta Testing Site) The Old Crab that was unused I believe was simply an unused crab texture. Secret Servers opening at specific times. The Ninja Outfit in Penguin Chat 3 was simply a hidden outfit in the game. There were also shadows that would appear at the dojo as well as the shadow in the mirror of the Ski lounge moving at specific time intervals (I believe every 30 min the animations would play). The shadows in the Lighthouse were to promote Card-Jitsu and becoming a ninja. Tipping the Iceberg was possible on the final days of Club Penguin before it closed down and you would receive a blue miner hat. IIRC, it was just a rumor, either that or CP cancelled it. It was because it was based off of the center-piece found in the center of the amulet item. The Elite Penguin Force itself should be self explanatory.
